VMware Kubernetes Engine - High error rate in creating load balancers in us-east-1 region
Cluster creation/deletion is working properly in us-east-1 and deploying load balancers via Kubernetes is functioning as expected.

We are currently experiencing high error rate in creating load balancers in us-east-1 region. This will prevent creating and deleting clusters in us-east-1 and deploying load balancers via Kubernetes. Other regions (us-west-2 and eu-west-1) are working correctly. Existing clusters are unaffected.
Impact: Users are unable to create/delete clusters in us-east-1 region.
